GoogleのMVNO「Project Fi」SIMロックの代わりに端末ロック？

Nexus 5X自体はSIMフリーなのだが、SIMカード側に端末ロック的なものがかかっているようだ。

Project FiのFAQ読むと、端末を追加した場合は新しいSIMカードを送るとあるので、それが記事で出て来た「新しいSIMカード」なんでしょうか。
